The National Contact Point for Responsible Business Conduct Norway
(NCP Norway) is an expert body on responsible business conduct and a resource for both authorities, business, trade unions and civil society.

We disseminate knowledge about the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct (the OECD Guidelines) and guide companies on what due diligence means in practice.

We handle complaints where it is alleged that a company has not followed the guidelines. NCP Norway offers a unique arena for dialogue and mediation.

We are also a resource for Norwegian authorities in their efforts to develop policies that promote responsible business conduct.

An international network 

All countries that adhere to the Guidelines are obliged to establish an NCP.

Each NCP is nationally based, and how they are organized varies from country to country.

What they all have in common is that they cooperate with the OECD Secretariat in Paris, participate in joint meetings, share experiences and follow common procedures. In this way, the national contact points ensure that the guidelines are practiced consistently across countries, as well as equal treatment in specific instances.

NCP Norway is part of an extensive international network.

Organisational structure of NCP Norway

NCP Norway consists of four members and a secretariat with three employees, and is administratively under the Ministry of Foreign Affairs.

The NCP members are appointed by the Ministry of Foreign Affairs and the Ministry of Trade, Industry and Fisheries, in consultation with the Ministry of Labour and Social Inclusion and the Ministry of Finance. They are appointed based on nominations from the social partners (NHO and LO) and civil society through their umbrella organisation Forum for Development and the Environment.

The secretariat is responsible for the daily work of the Contact Point. This includes, among other things, providing guidance on the guidelines and due diligence assessments, preparing the processing of specific instances and facilitating dialogue and mediation. It is the members who make the final decisions in the specific instances.

The NCP’s mandate

The OECD Guidelines describe the tasks that National Contact Points should perform and how they should conduct their activities. The requirements in the guidelines are set out in a separate mandate from the Norwegian government – ​​last updated in 2022.
